Dramatic Designs For West Drive Park Improvements
As the City’s waterfront park continues to gain popularity as a venue for events and activities, planners have unveiled an exciting new design for long-term improvements.  When completed, West Drive Park will feature a covered performance stage, a playground with a canopy, a covered picnic gazebo, a jogging trail with four exercise stations, a bike rack, new light fi xtures, additional covered picnic tables, a restroom with storage area, interpretive signage and a proposed pier with a canoe/kayak launch.  A portion of the cost for the improvements will come from grants and stimulus funding. Work is scheduled to begin in 2010.

Cameras Monitoring Causeway Intersections
All of North Bay Village's four traffic light-controlled intersections will soon be monitored with high-tech sensors and cameras to nab motorists who run red lights.  The installation of the sensors and cameras, which are mounted on poles close the intersections, were paid for by a private company.  The City will receive a portion of the fines paid by motorists who incur violations.  The system works with sensors that alert the cameras if a vehicle moves through the intersection when the light is red.  The cameras then take a picture of the license plate and a citation is mailed to the registered owner of the vehicle.  The system will soon be fully operational, but residents will receive courtesy warnings only for the first 30 days.  Citations will be issued with a fine of $125 beginning November 1.  "With more than 30,000 cars a day traveling along our causeway, it is important that we do all we can to enforce our laws and keep the intersections safe," said Mayor Oscar Alfonso.  "Any revenue that is generated through this program would also be welcome."

Increases From County and Miami Beach Result in Raised Water and Sewer Rates
The water and sewer rates for North Bay Village have increased for the 2009-10 Fiscal Year due to the corresponding increases charged to the City by Miami-Dade County and the City of Miami Beach.  Beginning in October, the rates for water will increase 23.97 percent and the cost for sewage processing will increase 15.69 percent.  The City passed Ordinances 2007-08 and 2007-09 to approve the increases.  "Unfortunately, there is very little we can do to control these rate increases. The water rate is determined by what we pay the county and our sewage is treated by Miami Beach," said Manager Matthew Schwartz.

2009-10 Budget Approved
With careful cost-cutting by the City administration and input from residents, the North Bay Village 2009-10 budget has been approved with no increase in the total tax rate and an anticipated surplus in the coming year.  With the same total tax rate, residents will pay $4.80 for every $1,000 of assessed taxable property value.  "We did not want to increase the financial burden on residents during these difficult times," said Mayor Oscar Alfonso.

Contractor to Provide Building & Permitting Services
The City has retained CAP Government to provide permitting and building-related services.  Several firms were considered and CAP Government offered the best proposal in a move that will have a positive impact on the budget.  The contractor will receive a designated percentage of permit fees based on the total amount collected.  The current level of services will be continued with the building official in the office 20 hours per week.  Plan review and inspection personnel will be in the office as needed.

Street Improvements To Calm Traffic and Enhance Treasure Island
Construction of new traffic-calming features on the single-family streets of Treasure Island is nearly complete and soon-to-be planted landscaping will dress up the neighborhood.  The new trees, particularly mature oaks, will eventually create a shaded canopy effect along the streets.  Funded with County Transportation taxes from gasoline sales, the project began in late summer.  It includes curbed bulb-outs along the straight portions of the streets and larger corner planters and crosswalks.  The bulb-outs and crosswalks make the streets appear more narrow and tend to slow traffic.  The corner features keep cars from cutting the corners and endangering pedestrians.  All of the crosswalks are equipped with bright yellow handicap warning tracks.  "With this project we are providing both increased safety and beautification of Treasure Island," said Manager Matthew Schwartz.  "Equally important was that residents' taxes were not used to fund the construction."
